I'm concerned about is whether sub-allocation is working. If I browse to a directory and select a small file (like a link in my favorites directory) and select properties. It shows that the file is only 82 bytes but size on disk is 64kb. Either disk sub-allocation is not working or explorer is not properly displaying the size on disk info. Has anyone noticed this behavior before?

I would not trust Windows Explorer to show disk statistics as it invariably always shows the diskspace allocation incorrectly.

If in doubt, right-click on the volume object in NetWare Administrator and look in the Statistics tab - the block size is mentioned in there and the "Installed Features" section will tell you if Sub-block allocation is installed on the volume. -----------------------------------------------------
