Structured E1 is also called Channelized E1 which is designed to make possible Fractional circuits. (30 channels in E1 can be separated and send to different locations). Multiple DS0 channels to different locations...

Structured E1 can be split into 30 channels , which means with one physical connector, 30 points(remote offices) can connect by using TDM technique.
non structured E1 is a whole 2048 Kbit link.
