Strange problem. Corrupted downloads/attachments

I got a problem with some file downloads or email attachments arriving corrupted. I have determined with even the help of Microsoft that it happens when the Firewall service is running. At this point niether I or Microsoft has any idea why or what to do.

Anyone have this problem before?
