Strange ISDN/T-1 Router Issues

Hi guys..I have a very perplexing situation that I just can't figure out. I am needing some fresh perspectives.

A customer's network setup is an NT Server with XP Pro workstations.
The server is a DHCP server for the network.
Their network's internet access has been ISDN and they have 3 remote locations that VPN into the network's public IP and the server authenticates by User/Pass. The VPN is for DB Sync.
The network ISDN is setup with a Firewall/NAT. The local ISDN router IP is 192.168.1.1
I have added a T-1 to the network and am migrating the workstations over one at a time and then I will set up the VPN locations to a new public IP.
The T-1 router is an Adtran 3200 and is serving as a firewall/NAT. The IP for the Adtran is 192.168.1.5 (both internet connections are available to the network simultaneously)
I added each workstation one at a time to the new default Adtran/T-1 gateway 192.168.1.5.
They could only get a speed of 128K. I reboot them and get a speed of 1.4mbps and they run that way for a while and then slow down to 128k. ISDN speed!?!
If I turn the ISDN off (they are still connected to 192.168.1.5(Adtran)) they can get to the internet sometimes and sometimes they can't.
If I am telnetted into the Adtran, I can see the DNS request go out but don't always see the web traffic go
through. Sometimes it works and sometimes it doesn't.

The default DHCP router is set at 192.168.1.1 but I did an override of the local workstation gateway settings to go to 192.168.1.5

Do you think that the workstations are somehow reverting to ISDN even though they are set to the T-1?
I have it configured so that both connections are equally available through the switch.
I have plans to go tomorrow morning and remove the ISDN and see if it goes the correct speed. I couldn't try it today because I can't troubleshoot on the live network.
If anyone has any ideas, please let me know.

I figured it out. I removed the ISDN firewall and relied on the Adtran for firewalling. Everything works now.
