Strange error message when trying to change passwords

My users when trying to change their passwords from the "ctrl-alt-del" screen, are getting the following message: "the password on this account cannot be changed at this time".

We are located at a different building location from where the PDC is located, but we do have a BDC at our location.

1. Can you change the passwords using the User Manager for domains? If not, its possible the BDC is having a communications problem with the PDC, thinking its offline, and not allowing you to make changes at the moment.

2. Is the "User cannot change password" box checked for the users in User Manager for Domains?

1 - Yes - I am able to change the passwords from the user manager

2 - No, the 'user cannot change password' box is not checked.

Sounds like there might be a "Minimum Password Age" specified in User Manager/Policies/Account.

This is sometimes used so that people can't get around a "Maximum Password Age" policy by doing multiple changes one after another.
 
Yes, there's definitely some security function that is preventing the user from doing it themselves.

Thanks for the tips. I have also checked the minimum password age because I suspected a policy causing this, but haven't found it yet.
