Strange behaviour after KB908519 and KB912919 install

After installing these two hotfixes on our 2000 member server with terminal services and wsus I'm experiencing strange behaviour. When I open a browser window it hangs and won't load. I manage WSUS through a web interface and can't access it.
I thought I would uninstall the hotfix and see if that would solve the problem but I can't open the control panel. Thinking the Control panel may be corrupt as stated in so I tried to do a search for .cpl file in the system32 folder but couldn't open the winnt folder to get to system32. It just hangs. I tried to search system32 through another folder but again it hangs. There is nothing being recorded in the event logs and all services seem to be running fine. This server is also our intranet and all users can open a browser and go quickly to our site without a hitch.
Has anyone had any problems with these hotfixes or can point me in the right direction to resolve these issues?

EDIT: I've also tried the IE repair to no avail.
 
Had the same problem on multiple directories on servers and machines about 3 to 4 weeks ago, this worked for me....

You might try locating Regclean.exe, an old MS registry cleaner utility which still works on XP and Win 2000, safe, used it multiple times on both, and has a backup of the changes.

I tried regclean.exe. Still having the same problems.
I'm pulling my hair out with this one.
 
Have you tried a DOS based utility such as the Norton Commander clones adapted for windows use, to access the directories, perhaps a Bart PE disk would help.
