Strange behavior in IIS4

I am running IIS4 and have expirence something strange. When I came in today I could not access any of my sites. I opened MMC and tried to start and stop the services. It said that it worked, I went into the control panel and attempted to stop the I was unable to stop the services for IIS Admin. At that point I restarted the machine and that appeared to fix the problem. Has anyone has this issue? If so I would love to know what you found out about it.
