Storage limit question?

This is driving me crazy! I have a Windows Small Business Server 2003 with only two users. It's a very small office. Both users are in the domain admins group. One of the users has a pst file that she's imported into her Inbox, and now she's moving the messages to different public folders that she's created. When she tries to move messages with attachments greater than 10MB in size, she gets the message "A rule in the public folder prevents a message this large from being posted." I've removed all size limits in both the message delivery properties and the public folder properties. Where else do I need to look to increase or remove this limit?

check the user record in AD. The individual user account may have been given explicit restrictions.
