Stop/Start Outlook from command line ??

We need to stop/start Outlook.exe (Office 97)
from a command line so we can do backups.

But we login as a domain admin, then launch another profile.

What is the syntax to start a profile including the password ??
Is there one like the Net Use command to include the profile password ??
