In my opinion, you do want CDR reporting on these items. What better way for fraud then to use a line like a fax machine to get around reporting? We once had unusual activity on a fax line - most fax calls are short; this fax machine was showing 30-45 minute long distance calls in the evenings. Turns out that a security guard was unplugging the fax machine, plugging in an analog handset, and making calls to his friends. In addition, you can also check on the data lines to make sure that they're not being used (or trying to be used) as a front door for hackers.
