Why is the frame (one single frame which duration is a few seconds) i exported (.BMP) from a clip to the timeline "shaking" when export the movie to tape? if i export it as an avi it's cool..

Does it shake when in preview? Try exporting as a few seconds of full-screen Quicktime. Does the full-screen Quicktime shake? If not, can you watch the full-screen Quicktime, but transmitted to your NTSC monitor? Does it shake then? If yes, then you're looking at an artifact of the transfer, which can be compansated for several different ways.

If Premiere >> Quicktime >> NTSC results in non-shaking, then run with that route, if you can. If the shaking is only evident while viewing through the NTSC monitor, check other video players. If it consistently shows up, then your problem is probably due to limitations of what the NTSC signal can carry. Try lowering the contrast on that image and see if that helps.
