STB Stealth Velocity 3D w/4megs ram - & Direct X 7.0

I was just wondering if this card (STB Stealth Velocity 3D w/4megs ram) is compatible with Direct X 7.0. I tried a game with this card and it said it would not work unless Direct X 7 was installed. So I installed it, and when I run the game, all I get is a blank screen. Well I ran the diagnostic software (dx??.exe or something) and I tried to test for Direct Draw and all that, but every time I try to test it, it gives me a fatal exception error, and I have to close it. Does this mean it doesn't support Direct X 7.0, or does this mean that the drivers are bad (direct x, or video card drivers)?
(System - Pentium Pro 200 mhz, 64MB)
(Game requires Pentium 200, 32MB)
