STATUS_OPLOCK_NOT_GRANTED NTFRS

I have been having problems with ntfrs working after promoting a server using dcpromo. active directory appears to replicate but not the entire sysvol folder which prevents the server from becoming a domain controller. I found the following error in the debug for ntfrs.

Anyone seen this error before? Thanks in advance.

I have looked at every MS doc I could find. checked permissions. dns. all seem ok. This is the only error I can find.

something has a lock on the file, probably anti-virus or OFA backup agent. Here's a list of things to exclude from AV scanning on a domain controller.
