Stationary Problems in Outlook Express

I recently formated my hard drive due to problems I had with internet explorer. I use road runner. Prior to formating my hard drive, if I saw a picture on the net I would right click on it and save pictures as...then click on program files/common files/microsoft shared/stationary and then save. The next time I went to outlook express and wanted that picture as my e-mail background, I would click on create mail then format/background/picture/browse and there with other stationary would be that picture. I would click on that picture and click on open and then that picture was my background. I could write on it, etc. Now, since formating my hard drive my stationary doesn't show that the picture is in there when i'm looking for it through outlook express but if I go directly to that folder in the hard drive through (c): or locate the file through the find feature on the start key, it shows that the file is in there where it should be. How can I use that picture in my stationary through outlook express? Thank you.
 
Kinda simple but is OE set up to create HTML mail? *Remember.......

How do you create HTML mail in OE?
 
OE automatically creates mail in HTML by default unless the option was changed to plain text. But if it was then the background option would be grayed oiut so that is not the case.

Is it possible that the picture is not in a format recognized by OE (bmp, jpg, gif, wmf, art or xbm) or does OE not see any image file? joegz

I appreciate all the help but I still can't resolve my problem. The internet sites that i have been using for background pictures are the same as before. They are j-peg files. When I go directly to the stationary folder it shows a format file (jpg,gif,bmp, etc.) and a html file for that same stationary picture. When i save the picture fron the internet, I only see a format file and no html file. Where can i find on the computer where html is a default in OE? Thanks.
