Static IP does not "stay"

XP SP2, DHCP assigned IP (normally)

When I force a static IP the system does not "hold" it, it only holds the DNS static setting.

This has worked in the past but now is not. I thought it was a NIC issue but Dell replaced the motherboard and still the same. I now tried my identical PC and the same thing. I tried a desktop (generic brand) and it too does not hold an IP.

Has there been any recent Updates that might effect static IP configurations?

Are you stand alone or part of a domain? How are you setting the IP and are you going to the alternate configuration tab and setting that also (just in case)
 
This can be very router specific.
For example, IBM insists on static IPs set within the defined scope of the DHCP server; Linksys and others want the assignment outside the DHCP scope.
 
Here's some answers to the question above.

The PC is a part of the domain. When logging in as an admin (or user) the PC will get a valid IP from the DHCP server. Checking the status of the network connection, all the addresses that DHCP are assigned correctly.

Our domain does not allow looping back thru a VPN from inside the network. When I go to test a VPN configuration (on both in domain and out of domain PCs over that past 6 months) my process is:
1) Disconnect the network cable
2) Manual set the IP Address (a valid public IP), Subnet Mask, Default Gateway and 2 DNS servers.
3) After clicking "Close" the PC takes about 5 seconds to appply the settings then the config box can be closed.
4) Connect a cable to a open internet connection (not thru the firewall).
5) Test the connection by surfing (until now, all PCs worked).
6) Test the VPN configuration (assumed successful)
7) Disconnect the public cable
8) Reset the network settings back to AUTO, reconnect the domain cable, confirm IP is assigned.

The appears to have started in the last week. On the first (XP) laptop the user has been having problem connecting to the VPN and difficulty setting up a home network. When I saw the static IP wasn't holding I contacted Dell. They agreed it was a NIC issue and replace the motherboard. The problem was not fixed so I'm starting my troubleshooting over.

UPDATE - I checked another WinXP PC and static assignment of the IP works fine. Now it's on the the MS website and see if there's something an XP update has to do with this issue.
