Starting Exe and MDB files from within IE Home Page

Have set up a Home page on our Intranet. Trying to start Exe or MDB files using Hyperlinks from the IE page. Files will not Start/Run. How do I get them to run without the Secuirty warning Pop Up. Running XP Pro some with SP1 some SP2. Some Programs are on the C Drive and the MDB files are on our Network Share drive. Running Doc and PDF files ok.
