After installation of the software I have two programs in my start menu. When I run one of them I get a quick text box that comes up and goes away after a few seconds.

I cannot get it to run as a development machine.
The technical support plan is really expensive.

If you are using windows, ColdFusion runs as a service (more accurately several services). By default the ColdFusion services start automatically when the computer starts. So unless there was a problem with the installation, it should already be running.

Try opening up the CF Administrator, using the link on your Start Menu: Adobe -> ColdFusion 8 -> Administrator. It should open up your default browser and display the Administrator login screen. If you see the login screen, then ColdFusion is running.
