The intent of the graph is to provide a side by side analysis of Current vs. Prior quarter, for three demographics.

Example data:

Quarter Region week amount
3 AMER 1 100
3 AMER 1 200
4 AMER 1 500
3 AP 1 100
3 AP 1 300
4 AP 1 500
3 EM 1 400
3 EM 1 200
4 EM 1 500
<up to 14 weeks of data>

Expected output

- -
_| |
| _|
_| _|
| |
^ ^-----Current quarter (4)
|---Prior Quarter (3)

So each graph contains stacked values, yet is a side by side based on the quarters. The difficulty arises in that I do not want to set hard values for scaling, and if I use auto then it creates different scaling for each axis.

I currently have a dual axis graph set up, however it does not set both axis to the same scale, and they want the scaling to be the same.

Any thoughts?

I'm not sure why you are using a dual axis. If you want the same scale on each side, you can select the y axis->right click->data y axis options->layout->check "Axis on both sides" under axis location.
