SQL4412N error

hi everyone, new to the forum. anyways, i got a problem: whenever i attempt to do "db2admin start", db2 gives me this error "SQL4412N The logon user account for the DB2 Administration Server is invalid." Ok, so i tried creating a new account using create /user: blah blah blah. it then gave me this error when trying to create "SQL4405W The db2 administration server already exists." when i tried "db2admin setschedid userid", and supply the password, it says command completed successfully, but i still cannot start the db2admin server. this is a local server, on winxp. the tables are already set up and a user and password already exist. any thoughts? thanks.
