SQL Server 2000 Upgrade Fails

I am attempting to upgrade our current SQL Server 7 Enterprise Edition installation to SQL Server 2000 Enterprise Edition. Running the setup routine, I selected the upgrade option and began the installation process. However, a stored procedure called 'sp_vupgrade_replication' fails when it is run, and the installation process terminates. When I retry the installation process, the previously incomplete install is detected and it forces me to try to complete it. When I try, however, the same stored procedure fails each time.

It appears that the database engine was installed, because data is available from it. However, we cannot use Enterprise Manager to connect to the database because the version 7 Enterprise Manager is still installed, and cannot connect to the new 2000 version database.

I intend to install the new Enterprise Manager, but I can't seem to properly terminate the incomplete installation. We have tried restarting the server, but that does not solve it. Does anyone know of a registry setting (we are running NT 4.0 Server)that can be changed so that the installation is not seen as incomplete?
