SQL Plus for a client minimum use

Hi team,

I am trying to give a client access to an Oracle database to run some very simple queries occasionally. I am trying to accomplish that without exhausting an Oracle license just for occasional use.

What is the software that the client needs? And, can I get away without an Oracle license?
