Does anyone know if it is possible to launch Pervasive 2000i SQL Data Manager with a previously saved SQL script via a file association?

Nope. You'll need to open the SQL DM then Open the SQL script. This is because with 2000i, the SQL DM is part of the PCC and can't be launched independant of the PCC.
