SQL 2005 replication reindexing question

When you are using sql 2005 and transactional replication if you rebuild the indexes on the publisher do you need to schedule a job on the subscriber to reindex the database as well?

There are times when the SQL Agent fails to send an email for basically no reason. Is the SQL Agent able to send any emails out via the operators? What is logged in the database mail log? .
