in my experience, the easiest way to build SharePoint Apps is to install your dev ide on dev server that has SharePoint installed and configured.
There are templates available for building web parts and workflows. I would also recommend looking at wspbuilder on codeplex ( I have found this to be an indispensable tool when doing SharePoint development.
