Spry Menu bar does not appear is IE

Can anybody tell me in simple english why the menubar, which is a spry horizontal menubar with dropdown submenus, does not appear on this page in IE and yet it does in firefox?

And possibly ways of fixing the issue? I'm using DW CS3

It's not really worth looking at the layout issues between browsers until the site validates. See:

When you have fixed the non-validations, then come back if there any outstanding issues.

I validation the page. Didn't make any difference. all of the errors only pertained to the DOCType I've been using. I'll keep that one in mind.
