SPN and NPA

What's the difference between SPN and NPA? Why or when would you use SPN instead of NPA?
 
spn's are SPECIAL PREFIX NUMBER 911,888,800, etc

npa s are AREACODE's 312,406,310,

Also SPN calls let you define the FLEN for each number which will override or stop the NIT timer. Setting this correctly for the number length will speed up call processing.
