Changing the setting to Network Server tells Windows to set aside 16KB of memory to "cache" recently accessed files and folders. By default, Desktop Computer is set which only uses 8KB of memory. What's the big deal? Take a look:
With 8KB set - 32 most recently accessed folders
677 most recently accessed files
With 16KB set - 64 most recently accessed folders
2729 most recently accessed files
Usually, you won't notice much of a difference, but there are situations where it pays off. It is usually recommended on systems with at least 64MB of RAM.
This is just one tweak out of hundreds out there. Just do some searching on google.com or yahoo.com for something like "Windows 98" tips tricks and you'll get a ton of hits. However, do be careful as to what you read about, especially when it deals with the swap file. There are many conflicting opinions out there, and if you're not sure, post back before you do it and we'll be glad to explain...
