Speeding up clip

Hi all! Another newbie question from me. :) I want to use an effect to "speed" up the film, and then slow it down again. Basically, I filmed a bunch of people in the street, and would like them move like they are going in fast motion. Then, I want to slow it down and zero in on someone in the crowd. After making "eye" contact with them, speed the film up so everyone zooms on their merry way.

Can this be done in Premiere?

Yes. Razor the clips at the spots where speed will change. Then right-click each clip and choose Speed. Raise or lower the percentage as needed. Then Ripple Delete to fill the gaps when you are done.

Note: For fun you can make it go in reverse by making the speed negative -100%

You'll get a much smoother result by using Panopticum Tools at around $40 from their web site.
