Easy in Premiere Pro. Put them in another sequence and stretch the sequence.
Not so easy in earlier versions. Better to make up your mind before import, since that is where the initial duration of stills is set acording to your preferences. After that you have to adjust them individually.
Exporting to AVI and then stretching the AVI may not give clean results.
