Can USER enter SPDI records from telephone? or only via comwin? Thanks

Yes, a code is entered in WABE for to allow individual to add in SPDI - SPDIPROG
Example:
ADD-WABE:**9100,,,SPDIPROG;

Then at the phone dial **9100 and code 0 to 9 then add in number with leading access code normally 0 or 9
