Speed Dial on Avaya 9608G

Is it possible for the end user to set up their own speed dial keys on a 9608G? Is there something I have to do on the management side first? I have seen multiple user guides showing the speed dial keys, but nothing that says HOW to create one.

Thank you in advance for any help provided. I am using IP Office version 9.1
here is the instruction from user manual but I don't have these options :
Setting up speed dialing
1. Press Home
2. Press Select to select Options & Settings >
Assign Speed Dial Entries .
3. Scroll and press Assign to select the required unassigned line.
4. Press Select to select the number that you want to assign. For more information on using the speed dial feature, see Speed dialing a person

The feature you want is to program an abbreviate dial button.

Stuck in a never ending cycle of file copying.
