I am working in InDesign CS2. I have a 200 page booklet that every page is identical (a bunch of ruled lines). I want to start numbering on page 1 skip page 2 and number on page 3. BUT.....I want page 3 and every odd page after that to continuosly number 2, 3, 4, 5, etc.. How do I get InDesign to do that?

Short answer is you can't, unfortunately.

You want page 1 to be numbered and page 3 to be numbered? But do you want them numbered 1 and 3 and no page number on page 2?

That's easy to do, just override the master item on that page and delete the page number, or you can duplicate you master page, remove the page number from there and apply that master page to page 2.

As for the rest

Numbering every odd page.

You will need a text frame on each page, in the same position.

You will need to create a Excel file with numbers from 1 - whatever.

Then you need to get those numbers from Excel to InDesign and thread all the frames across the odd pages.
