VFP was still part of Visual Studio, so you have to download the SP for VS, which you can get here:

There are 3 versions to this SP. One is full, One for VB, and one for VFP / Inetdev / J++
You will want the latter.
Side note. This SP contains all prior SP so you DO NOT have to download an install prior SPs first.
