SP2 security settings

In internet xplorer with service pack 2 under tools, internet options, security, anyzone,,, custom. There are 2 settings that say automatic prompting. One is for active x and the other is for file downloads. Ok Lets say Run signed activex controls is enabled. And auto propt is enabled. I dont get it.
 
Perhaps it is the difference between running an already Downloaded File or ActiveX or Plugin and the actual downloading of them?


 
Yea I tried it on the file download. I set file downloads to disabled. And automatic prompting for file downloads to enabled. When clicking on a download link it shows a message that says Yiur current seetings do not allow downloads. When I set dowloads to enabled it pops up a choice betwen open or save or cancel. Setting the automatic promting to either enable or disable seems to have no effect at all. Wish I new what it does as I use trusted sites as a valuble tool.
