Sound from Windows not working

My friend has a problem where he only gets the first chord of audio from his Windows 98 computer. If he plays a CD in the CD-Drive that's connected diretly to the sound card it works fine. All other sounds only play the first chord and that's it.

So far I've had him:
Update drivers
Check all volume settings

Anybody heard of this? I'm trying to avoid making a trip over to his house.

Can he call up the mixer and check that nothing is muted out like wave or system sound? Also run the directx diagnostics and see that nothing is wrong with direct sound...
