sound card scratchy

Since reading other problems with the riptide soundsuck,which i have had problems with since i have had my hp 8565c, I would like to know what is the best soundcard to but in. I can have any listening program on and at any given time the sound makes a loud scratchy sound then nothing, but the program is still running.
