Some web sites fail to open

I have a few users having problems accessing certain websites. Google etc work fine, Hotmail does not IE just sits their trying to connect, no errors appear (well not in the 20 minutes I waited)

Client is XP SP2

Connection is through IE6, SurfControl Web Filter, ISA Server 2000 then on to a 2mb ADSL line.

I can see the request hitting our WebFilter server and being passed on okay. Nothing appears in ISA for Hotmail.com but google appears straight away no problem.

I have disabled WebFilter completly but no difference.

If I bypass the Proxy Server its works fine.

If I give the user local admin rights it works fine

Only 3 users are having problems out of 34.

Any ideas?
