Had a similar problem today -- turned out I had some CLID entries missing - so instead of the calling id number, the DN got sent out.
This prevented sets with the missing CLIDs to not be able to make toll-free calls. To complicate matters, we use a different telco than the called party, so it took some time to sort out what was going on.
