Software recommendation for fade effect to MPEG-1

I understand that Premiere is not a good for importing and exporting MPEG-1 clips, because it will get recompressed each time.

Therefore, I'm hoping someone in here would know a good piece of software that will let me do simple editing like fading in/out for MPEG-1. For example, TMPGEnc allows you to cut, merge, demultiplex, etc., without disturbing the compression of the file. I couldn't find a way to apply fade, however.
