Software Push going extremely slow

We are running SMS 2.0 sp1 w/SQL 6.5 sp5. We have 3 primary sites. 1 parent over 2 child sites. We pushed win95 y2k patches to about 500 clients in the two biggest sites. The parent site automatically shot up to about 300 or so and it is now up to 450, but the other site is only up to 150 and it has been pushed out for a week now. The servers are both Compaq 3000 w/ dual PII 450 approx 30GB Stripe sets w/p<br>
The network topo's are about the same. The only real difference is the parent site has 512MB Mem while the other only has 256MB of mem. 256MB of mem should be plenty.<br>

make sure the clients are able to connect to the advertised programs server. sometimes this means rebooting a client three times to get it connected good.
