Soft button on all Avaya phones "log"

It seems that incoming calls are being put into the log file on all the phones but when you press the button to call a person back internally it is still adding the "9" infront of out 4 digit numbers. It works fine if it is an external number because it needs the "9". Does anyone know where I find that to change it?? Thanks
 
The Call Log assumes a 5 digit dialplan by default so if you haven't specified yours is 4 digit,the call is recognized as an external call and the 9 is inserted. You can edit the PHNDPLENGTH field in the 46settings file to indicate the dial plan length is 4. If you need to fix this for phones that are already installed, you can do a busy/release of each station, unplug/replug them, or press mute, reset, N, then Y to restart on each phone. (Make sure you say N to reset because this will erase users speed dials and unless you're using dynamic FTP accounts for back/restore of IP settings, this might not go over well with the users.)

I need help setting a announcement that will indicate all incoming calls through a Co _turnk group and a T-1 DS1 Turnk Group that all operators are busy if call rings more than 4 times. We are on a Definity Release 9.5

Any help on steps or how to go on this. Appreciated!
