SNMP creating tools

Do you know of good SNMP IDEs? I know of some (such as those from AdventNet, NuDesign, NetDiscover, SimpleSoft), but none of them have the "WOW, I need THIS!" factor. I do not want to develop agents, anything, just create a MIB definition and save it to ASN.1. SNMP v2c is a must, v3 is preferred.

Price is also important, I would like sth under $1000.
