CDONTS has been replaced by microsoft so you can't count on it being installed on new web servers.
The other one I have no idea who makes it or what the available support is like but you'd almost certainly need to install it on any server you'd like to use it on.
You might be best off switching to CDOSYS since it is the one you're most likely to have on a new server by default.
