I have Exchange 5.5, everything was working fine until I decided to chang my IMS to Reroute incoming SMTP mail. Hoping that I could POP in to get mail. Everything was working OK. then I receive a message tha I was an open relay. A couple of days later I was't able to send or receive any mail.

I decided to change back to "Do not reroute incoming SMTP mail" and disabled POP3 protocol.

I still have the same problem "Can not send or receive mail" and the server is running slow.

What did I do worng????

Who was the "Open Relay" notification from? Your ISP?

It sounds like you have been blacklisted, you need to contact your ISP and explain what happened, they should unblock you.

You don't need to open an SMTP relay to retrieve POP mail, only to send.

You have been blacklisted and it has nothing to do with your ISP, is is the Open Relay org that has done it and they won't unlist you until you have fixed the open relay and gone to their site to submit your address for testing.

To close the open relay and still allow POP3 you want to select "Reroute incoming email" and put any domains you want to accept mail for in the list (usually just your main doamain). Then click the Routing Restrictions button and select "Hosts and Clients that successfully authenticate".

To get off the list (after you've done that) go to and select Remove Open Relay.
