If you have SMSESp.exe causing high CPU load on your exchange server, you have the "Rescan information store when new virus definitions arrive" in the "Auto-Protect" section turned on in Symantec AntiVirus/Filtering for Microsoft Exchange 2000.
The best way to fix this is to turn it off and then set up a scheduled scan. That way you have the latest Anti-virus protection on your new incoming messages, but can put off the high CPU load scanning unitl off hours for the existing messages.
I am posting this so it will show up in google and other search engines. So far the problem has been described, but not the solution.
