SMS_Executive will not start

I have a new install of SMS 2.0 with Service Pack 3. SMS and SQL 7 are both loaded on a Windows 2000 Server. Here is my problem:

When I try to start the Discovery Manager, I get the error:
For the requested operation to complete, SMS_EXECUTIVE must be running. Start or Resume SMS_Executive and try again.
When I try to start SMS_EXECUTIVE, I get the error:
Error communicating with component

I am unable to start SMS_Executive. Without that running, I cannot run or query other components.

Have you already resolved this problem? If so, let me know what you did to correct it. If not, I would rebuild the server from scratch. Were there any errors during the initial install of SMS? Have you tried rebooting the server and see if the service will start? We are currently using a NT box for our server but will eventually switch to Win2k. I am interested on how this is resolved.

Thanks for your interest. I have rebuilt the server from scratch, installed the SQL database on the site server instead of a remote server, rebooted a million times and called Microsoft. So far, I have no resolution from Microsoft. I will keep you posted.
