In SMS admin console,
Site Database -> Site Hierarchy -> <Site Code> -> Site Settings -> Client Agents.
Right-click on Advertised Programs Client Agent and check 'Enable Software Distribution to Clients'. You will have to refresh your PCs' policies before this will take effect.
-If it ain't broke, break it and make it better.
