SMS SERVER HARDWARE SPECS?

There is no way to answer that question without having more information.
What do you plan to do with SMS? MS update packaging, file collection, extensive inventorying, application packaging, custom inventorying etc.? Once you've determined that, how many clients will you be servicing?

Mich is right...the question you are asking is way to complex to give "general" type answers.
As far as the number of servers you will need greatly depends on the number of physical sites that you wish to manage. If you have three sites, you can estimate that it will take a minimum of three servers.
As far as number of clients per server, a normal newer style server will probably be OK (1.8Ghz with 1 to 2GB of RAM). I would add tons of fault tolerance to the servers though. SMS 2003 can not be clustered (SQL can, and Management points can) but you still have a relative single point of failure. Have good back up and recovery plans in place to protect yourself as much as you can. Luckily SMS 2003 provides some very good recovery tools.
