Using Handi Rusli Sms.Prg from a very long time , BUT Now Nokia Mobiles are not available .

AnyOne Created that type of Utility of sending SMS through there LapTop connected with SamSung Andriod Mobiles .

There are so many sms web services. Is there any need of SMS to be sent by your hardware smartphone? If that's absolutely necessary to you, todays way of achieving that should be writing an app. Or have an app you can feed from a PC desktop application. Some ways are described here:
