SMS & Novell error-not the right permissions to......

I have set up a win-2000 server with SMS 2.0 and I am trying to make a novell 4.11 server a logon point. Every time I do NDS-network discovery I get errors. I sign on to windows with the same logon as the connection account. The errors are as follows: 1) server not turned on or has been removed as a site system.(It has never shown up as a site system in the SMS tree) , 2)the smslogonsvc manager does not have the corrrect permission to administer the volume. I have given the connection account user all rights in novell. So I am at an impass. Can anyone help.
